Iran's capital city is kind of a blur in Masuod Moein's new video, Tehran, but that's intentional. The Iranian filmmaker highlights the metropolis' many lights with a cool, whip-fast tilt technique that turns neon signs and streetlamps into barely recognizable streams of color. The film has an animation-like quality, though Moein assures The Creators Project, "I shot this footage from real lights!" Some tweaking in Adobe AfterEffects brings out the brights and darkens the darks to create the effect, and a seriously jamming soundtrack from Iranian rock band O-Hum rounds out the piece to show us an oft-neglected side of the Middle Eastern locale. Moein says that his goal is to convey the "hyper activity, constant movements, [and] stress" he feels when thinking about similar cities. "You may feel [these emotions] while watching this short film," he quips.
