President Donald Trump issued a major disaster declaration on Aug. 25, 2017, allowing federal funds to aid state and local efforts in dozens of counties in Texas.
James Powell, 28, lost his home in a small town called China, Texas, in Jefferson County in the hurricane. He recently suffered a triple inguinal hernia and is awaiting a response from the government, having filed for disability aid.
