A former Arizona cop allegedly pulled down a handcuffed man’s pants and tased him in the genitals—all in front of his terrified wife and children.
“I can’t breathe, I can’t breathe, I can’t breathe! Stop, I can’t breathe!” the man says repeatedly, according to bystander video of the incident.
He shot three people, one of whom is in critical condition.
