Government airstrikes and shelling by armed groups have left dozens dead in the war-ravaged city over the past few days, rescue workers and monitoring groups say.
The Syrian government and the umbrella opposition group the High Negotiations Committee have both issued statements provisionally agreeing to the terms of a ceasefire brokered by Russia and the US.
Activists have documented the killing of at least 679 civilians by Russian airstrikes in January, out of at least 1,382 civilians killed in total.
Talks between the Syrian regime and main opposition were scheduled to go ahead on Friday, but in the morning it was still uncertain what was expected and who would turn up.
