Plans have been put forward to cut hospital services in two-thirds of England, according to BBC analysis. The measures, designed to save money, will range from full hospital closures to cutting specialist services such as accident and emergency and stroke care. – BBC

According to a Guardian study, a "no deal" Brexit would mean £6 billion in extra costs for UK exporters. Without a trade deal in place, falling back on WTO rules would mean steep bills for industries including fashion, agriculture, cars and ceramics. – Guardian

Vitaly Churkin, Russia's ambassador to the UN, has died suddenly at age 64. He suffered from a cardiac arrest at the Russian Mission in New York one day before his 65th birthday, and was rushed to hospital, where he died. – CNN

America May Not Steal Oil After All
US Defence Secretary Jim "Mad Dog" Mattis has assured Iraqi leaders that the US military is not there to seize its oil, despite comments from Donald Trump in January that, "We should have kept the oil." – Reuters

Florida-Related News Good for Once
A SpaceX Falcon rocket has blasted off from a launch pad at the Kennedy Space Centre in Florida. It is on its way to the International Space Station with around 2,500kg of supplies and science experiments. – ABC

A retired police officer racked with guilt over the murders of two of his own brothers has confessed to leading the Philippine death squad that killed them, saying he was acting on the orders of Rodrigo Duterte before he became president. – New York Times
