Time-lapse video shows just how fast Harvey floods rose

Local Houston residents were able to capture time-lapse footage to document the flood water's rise as more than 24.5 trillion gallons of rain water have fallen across the area.

Hurricane Harvey continues to wreak havoc on parts of Texas and Louisiana. At least 38 people have died since the storm made landfall on Friday evening with the death toll expected to rise.
