Police say one person was shot during a second night of unrest on the streets of Milwaukee. The protests that erupted on Saturday after 23-year-old Sylville Smith was shot dead by police continued Sunday evening as rocks were thrown at police. The federal government has declared a major disaster in four parishes of Louisiana after massive flooding killed at least four people and left 10,000 in shelters.
