Eight people were killed and at least 11 others injured when the driver of truck targeted civilians on a bike path in Manhattan Tuesday. The 29-year-old suspect, Sayfullo Saipov, reportedly wrote a note pledging allegiance to ISIS. Although law enforcement was treating the attack as terrorism, Governor Andrew Cuomo said there was "no evidence to suggest a wider plot."
