At 6.30 this evening, Russian billionaire Evgeny Lebedev is launching a new terrestrial television channel for Londoners. It's called London Live, ironically a name shared with a BBC London radio station that was an unmitigated disaster, hated by listeners and canned after less than a year.So, what can we expect?
