A forthcoming report conducted by law students from Seton Hall University concludes that racial profiling and targeting of non-residents in traffic stops is occurring in Bloomfield, a majority-white municipality which borders Newark, New Jersey. While the study found that a disproportionate number of black and Latino drivers, most of whom were passing through town, were issued tickets in October 2015, the Bloomfield Police Department maintains that race is not a factor.
